It's classic capping behaviour. They probably made a few thousand dollars in trading profits the last time they removed their cap, and it went to 9 cents.
Rinse and repeat. It's probably going to continue until something meaningful is announced. Having said that, I'm sure whoever is responsible also gets a perverse kick out of putting a "cat amongst the pigeons."
