A skeptic would say the government is waiting to see how much oil and gas there is and then go for broke. The Chinese are probably hovering in the background ready to pounce for peanuts, having lined the pockets of the politicians.
PPSA should have been sorted prior to exploration drilling, not afterwards. Its ass backwards.
