I really don't get why people think that this (or, really, the PPSA) matters.

We exist at the pleasure of the Mnangagwa family and more broadly the Zanu PF. The paperwork is basically irrelevant.

With the support of the government, Invictus could make out like bandits with a 2% royalty. PPSA just gives social justification to not repatriate the oilfield ("We're paying our share to help the people of Zim!"). Licenses or lack thereof haven't really had too much of an impact on the right lithium mines operating and the wrong ones not being able to (and seem to have historically mostly been a tool to transfer ownership away from undesirables...)
