IVZ Share Price, page-21839

Something new to myself since investing in IVZ with its flagship project in ZIM is the “government gazzetting”.
There seems to be a blurry line between gazetting and disclosing information to the market.

It would appear some investors have better clarity on this process and potential content and dates of gazette.
Scott gives me the impression that he is bound by confidentiality and process, nothing can be said until it’s gazetted. Even tho and at a minimum he knows content and date ….. who else knows this?

However when browsing previous announcements….. i see that Scott has released news to the market prior to being gazetted. (See below)

LTH has this even been raised with SM to be explained or do u already know the answer?
