I guess OTC brokers work with statistics and algorithms, i doubt they care about fundamentals of the company they sell and/or specific TH reasons.
If they sell Trading Halt shares naked short with a surchage of 30-40%, i'm pretty sure in 8 from 10 cases they can buy back those shares cheaper in the next trading-days at the home exchange. In 2 from 10 cases this may not be the case and they have to pay more. But in the mix they earn money with this business model.
So for those who want to sell into the coming news and who want to de-risk their position: Don't make it to easy for the boys, let them bleed...

Imo thats the reason why Invictus was traded today in US. OTC Market Group can't "halt" shares, cause they're not involved into transactions from a legal perspective. They only set the framework for listed companies, brokers etc...
