I think the sequence of events along these lines would be,
1.establish commercial resource 2.finalise PSA 3.then farm out partnerships
I guess the order of 1 & 2 could be swapped around but until they know what cut they are guaranteed of. it's only common business sense if I can put it that way.
I guess that could be another clue if out of no where the PSA is finalised. but going off the vids so far I didn't get a vibe that's high priority atm.
