Perhaps but I suspect once a discovery is announced and the associated hype they will announce and sign the PPSA. Not sure the average news reader gets the difference between discovery and commercial confirmation via a flow test.
That being said a picture of a flare is always a great addition to an article on the future of Zimbabwe energy security and the signing of a PPSA bringing in billions of dollars to the govt coffers.
