Options are just that - options to buy
They do not have to exercise them
If their budget is $50k then they could buy on market now and get over double the number of shares than they could get by exercising at 87c.
Make sense to me
The options are "free" and if they are not in the money then there is NO obligation for receivers to exercise
They can issue new ones at the AGM
