Hard to see them pursuing it early unless they went with a DoD grant and a small trial. The issue is money and energy that is taken away from the current phase 3.
If they manage something - well much more of course - who knows. TBI seems to interest the market more than headaches.
What I think is possible/likely is that some preliminary work is done for TBI on the cheap, and as the readout to P3 approaches (aka like NEU), a cap raise is done. The company hedges itself on failure and can pursue TBI, if IIH is a flop.
Hard to see them pursuing it early unless they went with a DoD...
