There’s Nothing in the Mining act terms about Partners or Customers needed for the ML, so that theory is out!
So, what are you reading between the lines? Ugandan Mining and Minerals Act 2022 has the last say not newspaper articles, and IXR will negotiate the 15% free carry with the Ugandan Government
If you don’t meet these criteria’s you’ll definitely will not get a ML, nothing about customers or partners
