No question. They are up to every trick in the book and more. That's a given. They have teams out there supported by their government. REE's are a war commodity in their mind, and they intend to hold onto the advantage they've gained as long as physically possible.
They manipulate any and every situation in all ways, especially in this area and many others. They are better at reading things futire wise than most Western countries' governments, who are always playing catch up.
I certainly wouldn't trust our 2 obsessive posting resident clowns!
