I would imagine the site is owned by the Port authority, so the site would probably be leased?
Maybe IXR have an Option?
Bit one would think that IXR would not enter into a lease of the site until they had funding?
And funding would not be secured until IXR had the other pieces in place such as Offtakes, construction agreements etc.
Could be a BIG next few months.
