Remember .. an "insurrection" is by definition a lot lot more than just a riot. An insurrection requires a political objective aimed at government takeover. An insurrection can be co-joined be political coercion, coordinated communications, fraud and misinformation.
Insurrections require coordination from ring leaders.
An insurrection may contain violent components BUT some aspects maybe non-violent.
