    An UNCONDITIONAL waiver removes all impediments and returns everything to the status quo. Given we have satisfied the conditions as set out by ExIm why have we only been given a CONDITIONAL waiver and what are these conditions?

    ExIm ensuring we toe the line from now on or else?
