No it does not. It depends on what cap on emissions the Guvnuts put on and the permits to cover that cap and then trading in the permits and also whether foreign permits are allowed, etc. This is for a cap and trade system.

I remember back in around 2009, from memory, where Eastern Europeans flooded the European market with permits (crap actually) and the price of the permits became a "dime a dozen" - so yes, the charlatans are always there to make a buck!
