I do not think her position in New Zealand is viable as there is no way the judiciary in NZ will deal with her impartially. Privy Council appeals have been abolished. You cannot impeach a New Zealand PM but the Governor General can sack her given the Arderngate scandal. Queen Elizabeth II could be brought into the scenario.
For criminal behavior, for NZ there is the International Court of Justice in the Hague for the case where she knowingly knew of the scandal in advance but it may be beyond powers for the ICJ to rule on her whether or not the Governor General has sacked her. The case would have to be put that the behavior and sex abuse constituted an abuse of human or civil right and were of an "atrocity nature". The case has to be proven by sworn testimony or written evidence. Such a case might be sustained but not yet on the balance of the facts reported in the media to this point.
