Double Dissolutions and the Redistribution Timetable.
At the end of November 2014, the Australian Electoral Commissioner will use latest population statistics to determine whether there should be a change in the entitlement of each state to members in the House of Representatives.
This determination will apply from the next election whenever held and will require a redistribution to take place in any state with changed numbers.
The determination will be that New South Wales loses a seat, down from 48 to 47 electorates, while Western Australia will gain a seat, increasing from 15 to 16 electorates.
The redistribution process will then take about nine months for NSW, possibly shorter for Western Australia. This will be an annoying complication for the Abbott government if it chooses to use any available trigger to request a double dissolution in 2015.
An early election in a state with an unchanged seat entitlement has no complications. The existing electoral boundaries would be used.
