Most countries have beaches where ocean currents wash all sorts of rubbish from other countries. Theres no certainty that all the stuff washed up one beach is all from one place or that it was the first and only beach that it had been washed up on. I've seen beaches cluttered one day and pristine another day after currents have changed. For that matter entire beaches themselves can come and go depending on currents.
