no they don't directly have a say in whether BRL pay a dividend but they do have a right to block any capital payment to BRL from BT mining joint venture with Talleys, which is BRL only profitable business, so in a round about way they control BRL's capital flow which right now does not allow BRL to pay a dividend.
To be more direct , yes Talleys totally control BRL 's ability to pay a dividend.
You have to wonder to what end is Talleys goals, there was some talk a while back that Talleys wanted to bring BRL's coking coal assetts into BT mining(I beleieve BRL were not keen on this), therefore blocking BRL's ability to put pressure on limited infrastructure, port, rail, human resources for there own benefit.......I suspect Talleys unwillingness to release cash to BRL from the joint venture gives Talleys all the control it needs now.
Really Talleys have BRL snookered and probably shows us all how good each company is managed at corporate level
