The Arbitrators have given the GoG and GoD the option.
Its not a matter of if the arbitrators may decide to firstly sort out the issue of jurisdiction, its depends on which option the GoG and GoD decide to take.
I surmise from the recent Sermitsiaq news article that the GoG and GoD will be submitting their statement defence in regard to the jurisdiction issue only.
