Where is it indicated by HDR that they would be responsible for shipping and delivery. I would have assumed they deliver to a tanker offshore. The custody transfer meters are on the FPSO and checked(proved) during the transfer to the Buyer tanker. This will be witnessed with a Buyer or 3rd party representative, as well as Govt representatives.
