Vidalia in the USA is required to keep a certain contingency volume on site as part to the debt funding package... But Yes - Graphite is inert and stable and can be stored for long periods without altering it's composition - unlike Lithium which is highly reactive to heat, air and moisture and does not store or travel well (why refineries are often co-located with battery cell manufacturers).
