They wouldn't want the international shame of getting it wrong and destructive. Your Xi dogma wouldn't care. China has never cared about ocean pollution, or about anyone outside China. And barely cares about their own citizens. Their rivers and seaside communities 24/7 dump their sh!t, trash, and chemicals into the ocean. China's fishing fleets, and para-military dog fleets, dump thousands of tons of rubbish and sewage into the ocean every day. Hawaii has been very good at investigating the trash that winds up on their beaches. Most is from China - nearly all of it.
