My understanding is that 7 rating is retrospective. Some reporters have given the impression that the situation has just developed into a 7 rating which is not the case. Things are stabilising.
The talking heads on TV don't really know what they are talking about half the time.
Additionally a number of the aftershocks have been revised down by the USGS but quite a number of these TV presenters have not been reporting with the updated data.
