Actually, there are too issues that the article addresses.
1) The majority of the Japanese desire the elimination of Nuclear Energy
2) There is no immediate substitute for nuclear energy, in Japan.

Seems to be a conflict developing, similar to the conflict in Australia over what the Green Fairy wants to do with our coal fired power industry.
