2040 is really a copout time frame.
You are looking at 8-10 election year cycles and it's really just to appease the populace to buy time for the government.
I'm looking at this as a non-policy as I'd bet my bottom dollar, the government will be flip-flopping as elections come and go.
Now... if they did it like dear old Angela and Germany, I'd be concerned...
