In general premiums usually happen and signal 1. scarcity. It can also be for the 2. purity, in which case it is not really a premium, it is taking into account less processing needed. It can also happen because of 3. location of the metal, say in warehouse with duty paid. In which case transportation and paid duties are taken into account.
Lynas may be able to get premiums for 2. purity, and 3. location - not in China. I don't think location will be much of a premium, but purity could be a big difference.
