I'm not sure the unions have any say when design comes into play, however when it comes to the use of labour and what workers do, they have a big say. I mentioned before about the boat in Darwin having trouble charging its batteries, so emergency portable equipment in Adelaide was to be sent to by-pass the problem while electricians would solve the the electrical glitch. Unions had a dispute on at the time and store men were told to put a ban on the loading of the unit to be sent by air to Darwin, this was done. The electricians also had similar instructions, and this boat was in service and on patrol, a serving vessel. So the company, navy and the government were held to ransom to achieve the result on the dispute, usual games the union plays, but the country suffers.
