They've probably found from A/B testing it makes no difference i.e. they are likely to get a similar number of neighbouring rights claims requests regardless of whether it's behind a paywall or not. But if that were the case, I'd prefer it be communicated properly. Alternatively, maybe the change on the website is actually part of the test?
