    The way I read it, is that finance will be forthcoming as outlined, but for one or more reasons, cannot be finalised, possibly because of:

    a) PE uncertainty. Why commit to loans now, when other funds would be available on a positive PE outcome.

    b) Financiers will not sign yet, until more certainty about the make up of this JV and FID etc are finalised.

    c) you fill in others....
