    think you are misinterpreting the news (the Ghana reporting is pretty misleading to be fair). Ghana has refused to appoint a representative to the tribunal. If they don't provide one by July 20th, my understanding is the Hague will appoint one for them. the only 'technicality around consent' is that Ghana doesn't want to be brought to justice in this manner. obviously, if they dont even get to appoint their own man to the tribunal, it will speak volumes for the likely strength of CMD's case...
