some shareholders will be in the "proven" category - the directors can safely assume, that these shareholders will contribute to the next lot of director fees.
then there is the indicated and inferred shareholders - where the contribution is less certain.
anyway, the company has been promising the same dream for a dozen years, and year after year, it is shareholder pockets that are mined - and the gold stays in the ground
