‘Accusing Jews as a people of being responsible for real or imagined wrongdoing committed by a single Jewish person or group, or even for acts committed by non-Jews”

Why do we need to have such a guideline, specifically for the Jewish population when the above statement or behaviour is applicable to every race or religious groups.?
Possibly then we can be able to use the word, ‘antisemitic” to make them feel bad or labelling them as racist.
