thanks mate - yes seems like bureaucracy - I actually asked that question at the AGM and BC was affirmative and made the point he was trying to open the eyes of the bureaucrats in Sao Paolo as to the opportunity costs (local employment) etc of the delays...fingers crossed we get it over the line soon.
