Telstra partner did this in Hong Kong. CSL and CSL1010. I think Telstra quit this partnership several years ago. Long term contracts are different than an airline, where decisions are made on a situational basis. I am no expert but to me this would not be a great idea. They are better letting others provide the inferior service and keep their margins high. They still make money from the other operators by leasing them infrastructure.
