Of course, it all depends on on what has been agreed to by the "powers" behind the scenes. But the situation on the ground can be changed IF there is the will.

Actually, it isn't.

Prior to 1967 it was Jordanian land. Did anyone whinge then about it being "occupied territory"? No.
Prior to 1948 it was part of the British Mandate, and for 400 years prior to that it was part of the Ottoman Empire. Did anyone whinge them about it being "occupied territory"? No.
