Realistically, imo, not a chance in a million years that 800k settlers would ever go to Europe or any other place on Earth. Further, I don't think that they would even leave the settlements.
From the nation's perspective, the best economical solution would be to just incorporate all occupied territories (which are really semi-annexed by now anyway) and just let Palestinian live wherever they want within the state of Israel.
