    I still don't understand where all these extra nurses/aged care workers are going to materialise from. So nice to incentivise and extra funding but I'm not seeing any great step change from the Budget.

    Having said that, Plan B is intact. The landscape is now certain and industry participants can invest/merge/takeover knowing the rules are in place.
