In recent history having a treasurer with appropriate qualifications is far more the exception than the rule. You don't need economics or finance to know what you're doing in the role. All the nouse is housed in the Public Service. You only have to be able to sell it.
Take Scott Morrison as an Nth degree example. When he started as Treasurer it was clear he had absolutely no idea about economics, it was painful listening to him try to answer questions using words whose definition he barely knew. Within six months after he had learned the lingo and the basic mechanics he was a fluent Treasurer. The World did not end when Scott Morrison took the reins, even though most high school students know more about ecomonics than he did when he started.
The job of Treasurer has other roles besides delivering the economic plays, and they are all important. Not least, grooming to be a future leader of the country.
