It seems the last effective Treasurer was Tim Costello, imo.
Paid off debt and brought about a surplus.
Wisely, he was put in charge of the Future Fund which has been acknowledged since by both sides due to him being left alone.
That’s when both sides had fairly good leaders in Howard and Costello and Hawke and Keating.
