Dont see a problem with Jinchuan buying all the nickel,it guaranteed a kickoff to the project.
They will also pay the prevailing nickel price so whats it matter who gets their hands on it.
If they eventually get to 20,000 tpa as is forecast after 2nd ball mill is put in place and they are sitting on a "nickel province" then they will certainly be buying more shares..wouldnt you,but they gotta learn to walk first and start by getting a good CEO.
