I wanted to get back to your question as well, which I split up in 2 questions.
Question 1. Did JNS meet the condition from the 22/12/2017 ann
"Part of the consideration for the services will be in the form of 3 million Performance Rights. The Performance Rights shall vest if the 10-day volume weighted average share price for the Shares on the ASX is A$0.30 or higher from the date of issue (22/12/17). The Performance Rights shall lapse (if not vested) on 31 March 2018."
Question 2. If JNS met the condition, was it per the ann's intended reason, i.e. to reward JNS for their
"....provision of marketing and promotional services in North America."
Answer 1. I think the answer to the question is positive. Several people commented on the 10-day VWAP being above 30c, here's one post by mickzed (post

Answer 2. I don't think the answer to the second question is necessarily positive. AVZ enjoyed a lift in the first half of January -- as did many lithium stocks -- and then experienced a downturn after the SQM article -- as did many lithium stocks.
Also the AVZ registry lists foreign investors, e.g. here's an overview per 31/12/2017

and I did not find any new USA investors in the 25/1/2018 AVZ registry.
So while, technically, JNS met the vesting condition, it seems reasonable to assume they have not done anything yet.
(Note: there has been no ann that confirms the allotment of 3,000,000 shares b/c the vesting condition has been met. So hopefully we can still expect some action from JNS...)
