    So maybe  the uranium enrichment industry in the US is not dead by the looks of this job add.

    Sounds like the yanks want to have an enrichment industry on home soil ,  If they are looking at defence purposes only then that rules out Silex . If they are looking at non proliferation  and controlling  price and world  supply then they would want to have the lowest cost enrichment tech going .

    How about a small American centrifuge plant in Ohio and a couple of  low cost Silex plants in Wilmington and Paducah  suppling domestically and abroad at a profit?

    About the Agency

    A successful candidate in this position will implement a complex strategy to reestablish a domestic uranium enrichment capability to ensure a reliable and economic supply of enriched uranium in support of national security and nonproliferation mission objectives.
    Duties

    As a Program Analyst, you will:
    • Establish overall program objectives through analysis and evaluation of quantitative and qualitative aspects related to the development of a domestic uranium enrichment (DUE) program.
    • Plan, manage, lead, integrate, evaluate, direct, and implement programs, projects, studies, analyses, or other DUE work independently that involve researching and investigation new and improved business and management practices for the DUE program.
    • Work within the DOE Order 413 acquisition process for major capital construction projects to deploy a domestic enrichment capability.
    • Lead the DUE Planning, Programming, Budget and Evaluation (PPBE) process, determine what scope and priorities in upcoming fiscal years will be funded.
    • Lead the Uranium Inventory Working Group to determine existing sources of uranium, in all forms, across DOE and NNSA mission areas to forecast amounts of uranium from future weapons retirements and dismantlement.
    • Develop and evaluate DUE policy and programmatic guidance.

    Qualifications

    SPECIALIZED EXPERIENCE REQUIREMENTS

    A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade in the Federal Service, i.e., NQ-03, or GS-14. Specialized experience for this position is defined as analysis and evaluation of quantative and qualitative aspets related to the development of domestic uranium enrichment program.

Rather, you must describe in your application how your past work experience demonstrates that you possess the KSAs identified below.     1. Knowledge of the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex management processes and systems.
    2. Knowledge of the technical and program requirements for domestic uranium enrichment to support the nuclear weapons stockpile and nonproliferation mission objectives.
    3. Knowledge and skill sufficient to apply program/project management principles, methods and techniques to ensure effective and timely achievement of program/project goals.
    4. Knowledge of DOE/NNSA budgetary processes, including methods of distributing and controlling funds sufficient to manage the program budget.
    5. Ability to orally present and defend program mission and complex statements to various senior managers and contractor management level.
    6. Ability to cogently present in writing the program mission and complex statements to various senior managers and contractor management levels.
    "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Time-in-Grade: You must have completed 52 weeks in a position equivalent to the next lower band, i.e., NQ-03 or GS-14.

    CTAP candidates: To be considered "well qualified" you must have a minimum score of 85.

    Qualifications and eligibility requirements must be met within 30 days of the closing date of the announcement.


    For this position education cannot be substituted for experience.
    OTHER REQUIREMENTS:
    • Presidential Directive (HSPD-12) governing personal identity which will require that you provide two forms of identification.
    • Generally, male applicants must be registered with the Selective Service.
