My interpretation is that, yes it is less ready, simply because they are not now targetting normal Uranium enrichment, they are targetting recycling of UNF and there is a vast difference between the two, but scaling is not one of the issues, I believe if we were just going to enrich normal Uranium we would already be doing that right now.
