Job Keeper query

Can someone please check my calculation.
Other income of $4m from govt. grants (i.e. Job keeper). $750 per week @ 13 weeks = $9,750 = 410 staff.
This is 40% of EPD staff....I thought they would have struggled to be 30% down on Revenue with all the managed services?
Instos will zoom in on this, but it would have been nice for them to explain this to the rest of us.
Something doesn't add up here.
