A multiple of reasons.
Australian employers don't want to train people, they're lazy & it costs money, they'd rather just hire someone with the skills & experience preferably from a direct competitor.
A significant number of 'job seekers' don't want to work or have such a poor work ethic that they are unemployable.
Other job seekers lack the basic education to be able to be trained in anything other the basic jobs for low levels of pay that they'd rather not do.
Other job seekers have personal issues ranging from DV, mental health, lack of transport, lack of housing or undiagnosed disabilities that either make it difficult to obtain a job or hold it down.
And lastly discrimination, a lot of people are highly skilled but are discriminated against & are unable to apply the skills they have in the appropriate roles.
In an ideal world everyone who wanted a job would have one & the job they wanted but we live in far from an ideal world.
