Biden fails to recognize and process what he is supposed to read from the teleprompter - which part is scripted for audience and when to pause. He just reads the whole lot. Not a good look.
His handlers must be loving it as they have greater chances of influencing him and advancing their agenda.
It wouldn't be so if he was in a better shape, mentally. Not his fault, of course. Comes with old age, more for some than for others.
