Read it a couple of times and it seems to me the writer has misinterpreted Dutton's press ann. Yes, Dutton did trash the govts version of the voice yet he didn’t repudiate the party rooms version in doing so:

Dutton condemned the Voice so thoroughly that he sounded wildly at odds with the written proposal.

Hmm, doesn't mean it was. Clearly it's just the way the journo chose to interpret Duttons comments. Tellingly, no verification was provided of his assertation. Pretty ordinary reporting IMO.
