There is no point to the co-payment.
It will not save $1 on the budget , as the payment is going to a fantasy land future medical fund.
Joe can not say that it will be used as a price signal to change behaviors.
After all , that was what the Carbon Tax did. And we all know that the Libs thought that was a bad idea.
