I think the biggest thing it will achieve is ending the cabinet room secrecy of Govt's. Transparency will mean the recommendations will be public, and the responses will be public, along with reasons why. I'm sure if the Govt of the day try to cover up any recommendation or parts thereof the voice panel will have a lot to say about that. As Albo said recently..it would be a brave Govt to not listen to the voice. That doesn't mean do as they say, but they must listen and consider.
